As the Government Chief Information Officer, Mr WONG supports the Innovation, Technology and Industry Bureau in formulating policies and strategies, and overseeing the implementation of the programmes and initiatives that drive the further development of information technology (IT) and the related industry in Hong Kong. Mr WONG is the Government’s principal advisor who provides professional advice on government IT infrastructure, architecture and IT system development, as well as related technical standards and data application. He leads and coordinates the digital government programme and smart city development with cross-agency responsibilities. He also actively champions the adoption of new and advanced IT and the development of innovative applications and services. Mr WONG oversees the Government’s IT budget and IT investment, its procurement of IT products and services, and formulates the long-term human resources planning for the government IT professionals.

Kam-fai Wong is the Associate Dean (External Affairs) of the Faculty of Engineering, Professor in the Department of Systems Engineering and Engineering Management, Director of Centre for Innovation and Technology, and Associate Director of Centre for Entrepreneurship, The Chinese University of Hong Kong.

He has been either responsible for managing or advising Enterprise Risk, Security, Strategy and Product Development in highly regulated industries for a wide range of technology driven service innovations, at HSBC, Octopus, FinTech joint venture (BBM Money) and most recently with Industrie&Co. A recurrent theme has been taking advantage of a fit-for-purpose security, risk management, automated control and governance as the foundation for creating delightful, intuitive, robust and reliable services.

He was awarded the Medal of Honour (MH) by the HKSAR Government in 2011 for his contribution in IT development in Hong Kong.

Duncan is committed to the development of technology and innovation. He is an advocate of local T&I policies, a tech entrepreneur, a veteran investor and is often regarded as the leading figure in Hong Kong's T&I sector. Duncan has participated in over 100 tech investment projects. He is a frequent speaker at forums to share his insights and also a mentor to young entrepreneurs.

Duncan is President of the Hong Kong Information Technology Joint Council, Non-official Member of Digital Economy Development Committee, Advisory Committee on Attracting Strategic Enterprises, Advisory Committee on the Northern Metropolis, and Committee on Innovation, Technology and Industry Development.

He is also Chairman of HKTDC Information & Communications Technology (ICT) Services Advisory Committee, Chairman of the Advisory Committee of the Department of Systems Engineering & Engineering Management of The Chinese University of Hong Kong, and Member of the Advisory Committee of The Hong Kong Polytechnic University.

Duncan is also dedicated to community affairs. He is a Member of Hospital Authority, Chairman of its Information Technology Services Committee, and Chairman of the Hospital Governing Committee of Tin Shui Wai Hospital. He is also Secretary-General of the Asian Squash Federation and Chairman of Hong Kong Squash.

Kathy currently manages GCP business in the North Asia region, helping customers to succeed and innovate through the use of Google Cloud platform services. Prior to joining Google Cloud in August 2017, she spent 13 years in leadership positions in building Microsoft Azure and AWS’s cloud computing business across Greater China. Kathy’s first career in life was an actuary at a US insurance company. In her 28-year career, Kathy has worked in many multinational IT companies carrying frontline customer facing roles including Digital, Compaq, HP, Sybase, Microsoft, Salesforce.com and AWS. Kathy graduated from University of California, Irvine, with a bachelor’s degree in Math and Computer Science in the USA. She also earned an EMBA degree from the Chinese University of Hong Kong in 2012.

Wilson Wong Ka-wai is the Chief Executive Officer of Hong Kong Internet Registration Corporation Limited (“HKIRC”). A veteran of over 25 years in sales and management experience in private and public companies, Wilson is helming HKIRC in strategic business development and operational rhythm. Wilson is also responsible at the highest level for furthering HKIRC’s mission to promote Hong Kong as an international centre of e-commerce, and to encourage a better understanding and more effective use of the Internet and related technology in Hong Kong and across the region.

Before joining HKIRC, Wilson was the General Manager of IT Industry Development Division of Hong Kong Productivity Council, oversee HK IT Management Consulting, Cyber Security, Hong Kong Computer Emergency Response Team (HKCERT), Software Development, Business Process Management and Management Information System (MIS) functions. He also was Managing Director of SAP Hong Kong and held various key management positions in Microsoft Hong Kong.

Wilson is fellow member of Hong Kong Computer Society and Hong Kong Institution of Engineers.

Wilson holds a Master’s degree in Business Administration (EMBA) from The Chinese University of Hong Kong and a Bachelor’s degree in Computer Science from The Hong Kong University of Science and Technology.

Dr Juergen Rahmel holds a PhD in computer science (Artificial Intelligence, Neural Networks) and an MBA in International Management He started his career with Deutsche Bank in Frankfurt, Germany, and has worked in various IT management positions of different banks. Recent roles include being Head of IT for HSBC Germany, Research Director AI for the HSBC-ASTRI Lab, Chief Digital Officer for HSBC Germany and most recently Head of Innovation for Compliance APAC and Digital Business Services APAC within HSBC.

Juergen is a part-time lecturer at the University of Hong Kong on a variety of subjects like Securities Transaction Banking, eFinancial Services and Banking in Web 3.0.

Frankie is an international technology lawyer qualified in Hong Kong, New York, and England & Wales. Her practice covers a wide array of commercial and tech-related matters, including Fintech, Regtech, blockchain, payment, virtual assets agreements and data privacy and cybersecurity matters. Frankie has extensive experience in emerging technology transactions, including decentralised finance engagements.

​Frankie is a member of the Vetting Committee of Hong Kong Innovation and Technology Commission’s General Support Programme and Enterprise Support Scheme, where she advises the Government on merits of technology projects. Frankie has mentored distributed ledger technology companies at Accelerator programmes, and contributed to CBDC research projects with leading blockchain companies. She is on the advisory board of the Stanford University’s Responsible Digital Leadership project. Frankie is the Convenor of AML Regtech Committee of Institute of Compliance Officer of Hong Kong. She teaches Regtech and Fintech programmes at postgraduate degrees, and has extensive experience sharing at professional bodies’ CPD programmes and industry conferences.

​Brad is a Partner, Risk Advisory, and Cybersecurity at Deloitte with 18 years of experience in Tech Advisory, Implementation and Risk Management both as consultant and in-house management. He has other roles, such as Co-leader for APAC Data Protection of Deloitte and Cyber and Data Working Group Member of ASIFMA. His main specialities include but are not limited to, Data & Privacy, Cyber & Technology Risk Management, Internal Audit, Business & IT Continuity.

Hatty has over 18 years of experience in tech advisory, implementation and risk management both as in-house and external consultant. She is also a co-leader for APAC Data Protection of Deloitte and Cyber and Data Working Group Member of Asia Securities Industry & Financial Markets Association (ASIFMA).

​Helen is Group Chief Auditor of The Bank of East Asia, Limited. She is currently serving as a board governor of The Institute of Internal Auditors Hong Kong China, and also a visiting professor at Nanjing Audit University. She was a past president The Asian Confederation of The Institutes of Internal Auditors, and has served on several global committees of The Institute of Internal Auditors.

Helen previously worked as a Partner of KPMG Risk Consulting practices and senior audit executive in other listed group in Hong Kong. She has extensive consulting and commercial experience in public and private sector companies including large listed groups in China, the US and the UK.

Helen is a regular speaker at professional conferences and writes articles on governance and internal audit. She is a fellow member of The Hong Kong Institute of Directors, The Hong Kong Institute of Certified Public Accountants and The Association of Chartered Certified Accountants, and a Certified Internal Auditor.

Executive leader with over 30 years’ experience in Chief Information Security Officer (CISO) roles in major government departments, global organisations and the international standards community. Solid background and expertise in cybersecurity, cybersecurity insurance, information assurance, information security management, privacy, risk management and corporate governance.

Ms CHU Yan Ting, Frances served the Hong Kong Police Force for 30 years. As a crime investigative veteran, she dealt with complex investigations of misdeeds including commercial frauds, cybercrimes, money laundering, IP infringement and a wide range of criminal activities. After leaving the HKPF, she founded CFA Consulting Limited in 2014, which focused on computer forensics, mobile device forensics, e‐discovery and related investigative projects. Using advanced forensics methodologies and observing the underneath legal requirements is always her key to success.

During her service period with the police force Frances, she received specialized training from the Technology Crime Division, CCB (now the CSTCB), Joint Financial Investigation Unit and Narcotics Bureau. Also, she had accredited international professional credentials; such as the EnCase Certified Examiner (EnCE), Cellebrite Certified Physical Analyst (CCPA), XRY Mobile Forensic Certified Examiner (XRY), Oxygen Mobile Forensics., etc. She also trained on Elcomsoft Mobile Forensics Advanced Investigative Strategies, IOS Sandbox Escape Vulnerability and Exploitation, Linux Kernel Exploit Development, Certified Information Systems Security Professional (CISSP), Nuix e‐Discovery Core Training., etc. She held a Diploma in Legal Studies (HKU), a Certificate in Basic Law and The Hong Kong Bill of Rights, Certificate in the Chinese Legal System and holds a Master’s Degree of Science, Computer Forensics from the University of Glamorgan, UK. Besides, she is a Certified Fraud Examiner (ACFE) and had been a member of the High Technology Crime Investigation Association (HTCIA) and a Member of the Professional Information Security Association Hong Kong (PISA).

Frances is a recognized computer forensics expert witness in The High Court and Legal Aid Department of HKSAR. She also assists the Securities & Futures Commission of Hong Kong to engage computer forensics assignments. In the past 10 years, she had dealt with over 60 litigation cases in the District Court, High Court, The Court of Appeal of HKSAR and the Supreme Court of Singapore and testified as an expert witness. She also handled many MNC internal investigation projects and private engagements in Hong Kong and PRC China.

Judy is a CISA, GIAC Certified Forensic Examiner (GCFE), certified SAFe® 6 Practice Consultant & Scrum Master, and a board member for ISACA Macao Chapter. As both a law (LLM, CUHK) & technology (MPhil Robotics, HKUST) graduate, together with her strength in research and exposure with various systems, she is able to spot security issues that may not be obvious to others. She was also in charge of IoT Hardware, PLC, firmware and Windows security for product development by Robi3 Robotics, assisted in Android data discovery workshop for the Association of Certified Fraud Examiners Hong Kong Chapter, and has experience with App & PHP server security audit on Apprise App with United Nations University.

Angie has over 15 years of experiences working primarily in financial services in the areas of compliance, business management, as well as working for the regulator and Corporate Finance and Tax services in a Big-Four accounting firm. Prior to Grant Thornton, Angie was the director of a top tier private banking in Hong Kong acting as the first line of defense by closely liaising with compliance department in the implementation of the policies and procedures in accordance with HKMA and internal group policies including reviewing and approving new clients and existing clients’ profiles from the Know Your Client (“KYC”) and Anti-Money Laundering (“AML”) prospective. She also spearheaded the implementation of various group projects and regulatory driven projects within the marketing team. Prior to that, Angie was compliance manager in a European based private bank seated in the Client Acceptance Committee to review and approve new clients’ acceptance from KYC and AML perspective, performed monthly transaction monitoring on historical transaction, updated policies in accordance with HKMA guidelines and conducted Compliance training for Relationship Managers. Angie also has compliance experiences in a European based asset management company looking after the HK Compliance to ensure company’s compliance with the Securities and Futures Ordinance (“SFO”). Apart from that, Angie has also worked in Control Room compliance in a top tier US Bank maintaining the Chinese Wall between Research department and Investment Banking department.

Angie’s experiences also include vetting IPO prospectuses, announcements and circulars of listed companies while working for the regulator as well as Corporate Finance focusing on mergers and acquisitions or divestiture and Tax services in a Big-Four accounting firm.

Angie graduated from University of Toronto and obtained Bachelor of Commerce degree with distinction. She is a member of the American Institute of Certified Public Accountants (AICPA)
